In many towns, there are limitations on the work an unlicensed person may do… even the owner of the home. There are also differences made between what an unlicensed homeowner can do and what an unlicensed tradesman can do.

We are not going to prevent you from learning and increasing your abilities. We wouldn’t have little chance of doing it, anycase. But you should know by now that we are a strong advocate of independence and self-reliance. But if one person burnt his home down because he thought that he could do that electrical job, and was not sufficiently knowledgeable to do the job|task right… well, that is not what we had in mind when started this energoproject. We have seen some electrical wiring disasters throughout Russia, and major share|most were done by homeowners who thought that performing electrical wiring|work was no more deserving of care than sweeping the backyard!
